This is Neil Hunt, Netflix chief product officer, with some technical background on the Netflix encodes used for streaming. We get a lot of questions about this, so I'm going to go deep.
First Generation Encoding
Our first set of encodes are based on WMV3 and WMA in ASF with WMDRM10 (Janus). We chose these standards because the Janus components have been widely adopted by our CE partners such as Roku, LG Electronics, Samsung, TiVo, and of course Microsoft Xbox.
We encode most content at 500, 1000, 1600, and 2200kbps VBR, but some titles whose source quality merits it have also been encoded at 3400kbps. The highest bitrate encodes are fit into 720x480 non-square pixels (the usual 1.2 PAR for widescreen content, 0.9 PAR for 4:3), but optimum encoding at lower bitrates is achieved with fewer pixels. Encoded films are normally at 24fps to match the source, while shot-to-video and mixed material is de-interlaced to 30fps (or 25fps for PAL content).
Second Generation Encoding
The new Silverlight player (that some users are helping us test as I write) uses VC1 Advanced Profile encoding with PlayReady DRM. A key property is that each GOP header includes frame size and resolution, which allows us to assemble a stream on the fly from different bitrate encodes as your broadband bandwidth fluctuates. (Another key feature is more coverage, including Intel Macs and Firefox users.) We expect to switch completely to the new player later this year.
The VC1 encoders are more efficient than the WMV3 encoders, so we are currently encoding VC1AP at slightly lower birates: 375, 500, 1000, and 1500kbps, all square pixel. At some point we are likely to add a couple more resolutions of non-square pixel encodes capturing the original pixel-aspect-ratio of the source.
We are also re-wrapping the VC1AP encodes in WMDRM10 for CE devices, which will gradually switch to the more efficient encodes in future firmware upgrades.
High Definition Encodes
Today we have rights to deliver about 400 streams in HD (720p). More titles will be added over time. We experimented with first-generation WMV3 encodes at 4000kbps and 5500kbps, but settled on second-generation HD encodes with VC1AP at 2600kbps and 3800kbps, which extends their accessibility down to lower home broadband connections. As with SD, encodes of film material are at 24fps, and encodes of shot-to-video material are at 30fps (or 25fps for PAL), rather than the 60fps that would come from a Blu-ray disc - we judged the 60fps content as too expensive of bandwidth for now. In general, these encodes are definitively better than SD, but won't challenge well-executed Blu-ray encodes - that would require a bitrate out of reach for most domestic broadband today. We believe Moore's law will drive home broadband higher and higher enabling full 1080p60 encodes in a few years.
Stereo Audio
Today, we cannot use WMDRM to deliver AC3 or DD+ audio, which means that only stereo (delivered via WMA) is available. PCs and Macs decode the WMA, and CE players also transcode to PCM for digital connections to receivers. We could technically include multichannel audio using WMAPro, but essentially no receivers are actually capable of decoding that. We are working on solutions to deliver multichannel audio for all the streams where we have suitable source, but this won't happen in 2008 for sure.
Subtitles, Closed Captions, and Alternate Soundtracks
All these features are desired for future releases. Delivering closed-captions via the Silverlight player is probably closest, but it won't be 2008 either.
Sources
Our best sources are electronically delivered mezzanine files, or high quality D5 tapes, and the highest bitrate encodes of these sources really look as good or better than DVDs. Digibeta tape sources can also generate good encodes, but some sources just are not as good, regardless of the bitrate used for encoding. We also encode from DV tape and even on occasion from DVDs. We get HD sources for many titles, even if we only have the rights to stream SD. The HD sources permit a better SD encode than working from SD soures.
One class of sources has been derived from 24fps film, interlaced to i60 for TV broadcast, and then decimated to p30, and comes with restrictions on reprocessing. This results in frames that are even-odd interlaces of adjacent film frames, and a 4/5 cadence motion jerkiness. We are actively working to re-acquire these sources in better form.
Delivered Quality
Our first-gen PC streaming player uses 1-4 bars to represent the delivered quality, representing 500, 1000, 1600, and 2200 kbps. The 3400kbps encodes are represented as 4 bars. The player measures bandwidth once at the start of the title, and chooses a bitrate for delivery that has at least 40% headroom from the measured speed.
The Roku, LG, and Samsung, players use four dots during buffering in the same way, and Xbox has 4 bars just like the PC player. The TiVo player has a similar display, but with 10 thin bars.
The Silverlight player is currently more opaque, since it picks the stream to deliver dynamically. If your connection slows, as the buffer empties, the player starts buffering a lower bitrate stream and switches seamlessly across. Conversely, if the buffer fills rapidly again, the player can pick a higher bitrate stream. (Note that if Outlook (or some other large application) decides to wake up and refresh your email in the middle of a movie, Silverlight might be starved of CPU and drop some frames; this may cause the player to conclude that it should switch to a lower bitrate stream that won't overload the CPU. Today, we haven't figured a reliable way to determine that the CPU is again underutilized and permit switching back up again, so my advice is to close Outlook and similar periodically expensive applications prior to playing the movie!)
Other Notes
We strive to deliver great encodes, and the encoding recipe evolves as we learn new tricks and engage new encoding technology. Since we have a variety of software and CE players in the field, we have to continue to support existing encodes for a transition period if new versions incompatible with existing players are added, until we can work with partners to upgrade firmware to support the new encodes.
One new feature that I want to add is a post-play screen that appears when a playback is stopped, so that users can easily flag when encodes fall below par, so that we can prioritize identifying and fixing issues.

The old player worked beautifully on my PC. Unfortunately, Silverlight makes video choppy and takes 5 plus minutes to buffer and start the show, on my PC. Sure, I could get faster internet service and a better computer as Netflix customer support suggests. But, much of the reason I use Netflix streaming video is to pay less for videos. I have really enjoyed Netflix, so I hope the buffering time can be decreased and choppiness remedied.
It's a bummer to no longer keep full screen video, when using a dual monitor configuration.
It'd be great if Microsoft works with Netflix on this issue. I would imagine that most users, capable enough to hook-up their PC to their TV, use dual screen configuration and work on their computer while watching TV.
Silverlight sucks and so does Netflix. How is it possible to go from watching streaming movies without any problems, and once updating to silverlight, movies are unwatchable?
At least give us the option to go back to the old player!
Simply put, my system is well above the required SL specs and so is my internet speed, but streaming now looks horrible compared to a few weeks ago before I was forced to switch to SL. I know at least one other person who is now reconsidering their Netflix account due to this switch, especially since the WMP plug-in that was supposed to be released 2 months ago for Vista never was.
I really thank to one who wrote this article. I have always been reading and writing texts like this in blogs. Also, I, as a daily writer, present my respects to everyone. I just watched videos like this in youtube. I research in all areas...

Given that many customers are using ISPs that cap bandwidth, and then charge for any usage over the max, we need some additional information and viewing options for Instant movies.
I have a 100GB per month cap so each movie I watch will have a cost against that 100GB total. I need to know the size of the movie download for the various streams and I need the ability to manually select the stream that is within my bandwidth budget (with my 100GB cap I may not be able to 'afford' the HD streams but I can probably afford SD streams for much of what I watch).
Please consider adding the stream size information to the movie details page and then letting us select which stream we can 'afford' to watch.

The new player really sucks! Even worse, Netflix won't let me change back. It's not my bandwidth (I have 10Mbps), and my PC is a 4200+ with a good video card. It's the Silverlight player and the poor quality of the Netflix encoding that is the real problem. Even if I shut everything else down, including my virus checker and normal processes, my PC still drops too many frames, and the quality of the image is terrible anyhow. It's like the lowest quality jpeg you can get. Drop this player now! It stinks. OR LET ME CHANGE BACK!!!

Let us rolll back to pre-Silverlight! We are not geeks with big city office building high-speed connections, no we are actually quite lucky to have long distance DSL with 300 kbps in the OK Panhandle. We can watch Hulu with much better enjoyment and it is free. We need to buffer longer and watch longer not start sooner and buffer more often!

On hardware that doesn't support WMAPro, audio will automatically fall back to 2 channel stereo.
Seems like a strange choice to have HD quality video, and not even offer DVD quality audio.
Amazon, Hulu, and other on demand services have been including the CC data in their streams.

I have had nothing but trouble since being *tricked* into switching to the Silverlight Player.
The old player would download the movie while I did something else and I could watch high-quality with no pixels, lost frames, etc.
Now with Silverlight, they limited the buffer to about 10-15 minutes. As if that wasn't bad enough, now they've changed it to only 3 minutes of buffer and i have to watch movie in 3 minute chunks. And they won't allow me to go back to the old player. I see class-action written all over this!
You know, it figures you guys can't fix your streaming when you have a blog with Blogger of all people. Try Wordpress and you'll not get all the spam with porn links in it.
Niel, you need to reply to some of these comments. I was irritated to see me forced into downloading silverlight recently, since it worked fine before. (Which I have so far refused to do) It seems like there is are quite a few serious few issues with silverlight that you need to address in your blog.

I use the streaming service on both my Mac Mini (leopard) and my Dell Quad Core Desktop system (Windows 7). I consistently get 15-20 mb/s speed ratings from SpeedTest.net using Road Runner Turbo.
For me Netflix has definitely improved. The annoying pauses and buffer issues during playback seem to be gone. However, video quality could be a little better. I see a lot of artifacts in movies especially dark scenes on both systems. I noticed the quality seems quite a bit better on some other free stream sites (one starts with H). Their 480p streams look about 5x better than the Netflix ones. They do offer limited HD programs which look awesome. But their video catalog isn’t that good and you have to sit through commercials (but it is free so I really can’t complain). I don't "Have" to have Netflix HD streams, but consistent DVD quality streams should be standard. Though it really ticks me off that the HD streams aren’t available via computer and at least give us real 480p quality!
I have seen some movies where the audio is out of sync with the video. Is this an encoding issue or a playback issue?

Well, it's clear from the fact that the porn links haven't been moderated that no one but customers are reading this, but here goes.
For many areas of the US, <500kbps *is* high speed. Most tech companies try not to acknowledge that millions of people in the US don't have access to high speed internet and design their apps, plugins and programs accordingly. It's not because we don't want it or can't afford it, it's because it isn't here. It would cost around $40,000 a mile to run lines to my house 6 miles out of town. Not gonna happen. Satellite doesn't work with online games and the microwave system is now behind some trees.
When you had WMP, I could pause and buffer about a quarter of the movie, then start it and it would play through. With the forced switch to silverlight I can buffer 1MB. It doesn't continue buffering while playing. That means 3-5 minutes of movie, then red screen, then pause to buffer the full 1MB, then 3-5 minutes of movie, etc.
SOLUTION: As stated by many others, allow us a larger buffer plus continuous buffering.
We would GLADLY start a movie before dinner and have it ready to go at dessert rather than deal with the fits and starts. GLADLY.
As it is, I've dropped my dvd plan to $4.99 and am using redbox, swaptree and hulu instead. If a solution isn't on the horizon before I max out my swaptree trades, I am likely going to drop netflix completely.

I have started looking for an alternative service. This is just unacceptable.

Another vote for some sort of increased buffer. I don't see a need for you to punish your customers with slower connection speeds. I don't even really care about the high quality thing that everyone else is going on about. I just want to be able to watch the movies without interruption.
Though I don't see it as being all that reasonable these days to have to wait, I'm willing to do so as a compromise for having a slower connection. I'd rather load the movie and give it five to fifteen minutes to buffer then be able to watch it all at once.
I see many posts dating back to a year ago on this issue so clearly Netflix isn't too fond of the idea. I don't see why that would be the case.
Since you decided to use Silverlight you should also implement Moonlight for the rest of us. I guess you don't want my money. Linux users beware! Netflix refused to offer support for Linux users. If you run Linux like me DO NOT BUY NETFLIX!

While very informative and nice to see, I agree with the majority of comments regarding Silverlight.
One of my main reasons for Netflix was the watch instantly, and for a year, all was super. Then Silverlight, and it's so bad to watch now, all the jerking and skipping frames to adjust for Silverlights supposed high-maintenance CPU and everything requirements.
I didn't need better quality (if that's what they say Silverlight gives), at the expense of smooth playback.
I'm probably also going to have to cancel my Netflix, and stick with HULU while it is still available. It plays in all browsers, pefect playback, and oh, free (though I would pay for it).
I'm severely disappointed in Netflix' decision to go with Silverlight. Why couldn't they offer a choice to us? They'd find out just how many people really don't like it - it has completely spoiled the experience to where it actually hurts to try to watch a movie.

Well I was all set to subscribe. I was all set to purchase a particular Blue Ray player just to have Netflix service, after reading this post I'm not interested in Netflix anymore. I will buy the Oppo instead of the LG now. I think your customer service sounds like it sucks.
